In this version isn’t able to change the drawing order of the layers. You can create a feature request of course.
But,
printing PCB directly from editor isn’t a good way, I think.
Better way is export it and then print (process).
For example, export to gerber and process via Gerbv:
In Gerbv needs to change the layers color and change the drawing order of the layers.
If Gerbv doesn’t meet your requirements, you can export to another vector format and processing via some other tools.
