How to import an Eagle Library (.lbr file)?

Where did the option for importing Eagle Libraries go?
I’m trying to import:

Looks like the option Import EAGLE Library... is missing:

I was expecting it to look like this: Eagle import - #2 by ubruhin

I also tried importing through the Library Manager, but to no avail.

It’s in the library editor, because it imports the elements into the currently opened library.
