Can I convert libraries from PCAD2006 in the near future?

Probably not. Since LibrePCB has library concepts that are a bit different from other tools, converters are a bit tricky to write (although possible in general). But it seems that P-CAD was last released 14 years ago and discontinued, so the probability that someone writes a converter is very slim.
