When I run librePCB for the very first time it calls the workspace wizard so I can create my workspace.
How do I summon the wizard if I want to create a second or third workspace?

That’s currently not possible with the wizard, see issue https://github.com/LibrePCB/LibrePCB/issues/352.
But you can still create a new workspace with the ControlPanel menu item “File” -> “Switch Workspace” by choosing an empty directory. The workspace will be created, but without the wizard.
